1.	General Introduction	The information portal of the Housing and Real Estate Market Information System is an official online platform managed by the Ministry of Construction (“BXD”) and the provincial/city-level People’s Committees (“UBND”). It provides detailed and regularly updated information on housing and real estate in Vietnam. This portal supports investors, professionals, and the public in accessing housing and real estate data. 2.	Data and Information Provided	Periodically annually and quarterly, BXD and UBND publish aggregated information on housing and the real estate market, including the following data: Relevant legal documents; Housing development support programs and plans; Statistics and surveys on housing and real estate; Information on housing, real estate, and related projects; Number of transactions and real estate business contracts; Real estate service businesses; Other related databases.
3.	Basic Database Content on "Housing"	Ø Local Housing Data: UBND is responsible for managing local housing data, including information on housing development programs and plans. Additionally, UBND oversees other housing support programs. UBND consolidates data on individuals who have purchased, rented, or leased social housing, as well as organizations and foreign individuals owning housing in Vietnam. For housing data related to resettlement and public service housing—both under UBND’s management—all such information must be periodically reported to BXD. Ø National Housing Data: BXD manages the housing market nationwide, including information on housing programs and plans, housing support programs, and the development of various types of housing across the country. Additionally, data from surveys and statistics on population, housing, and the issuance of land use rights certificates and property ownership rights certificates are periodically shared by the General Statistics Office (GSO) – Ministry of Planning and Investment (MPI) and the Ministry of Natural Resources and Environment (MONRE). Furthermore, data from housing surveys and statistics, along with information on individuals who have purchased, rented, or leased social housing, as well as foreign organizations and individuals owning housing, are regularly reported and updated. Finally, information on resettlement housing, public service housing nationwide, and national housing support programs is compiled from local housing data. All this information is aggregated and periodically reported by UBND and relevant ministries to BXD to provide a comprehensive overview of the national housing situation. |
4.	Basic Database Content on "Real Estate"	Ø Local Real Estate Data: Local real estate market data is compiled from real estate project investors and periodically reported by UBND to BXD for management. The data includes information on the real estate product structure, real estate eligible for transactions, project transfers, the number and value of transactions, and real estate inventory in the area. (This information is continuously and regularly provided by investors to UBND as transactions occur.) Additionally, UBND periodically shares and provides BXD with information on: Foreign direct investment (FDI) in the real estate business sector; Data on investment certificates issued for real estate projects; Number and value of real estate transactions through notarization; Land auction activities in public investment projects for infrastructure development; Information on real estate service businesses, including trading floors, brokerage, consulting, real estate management, the value and number of transactions through trading floors, and the number of real estate brokerage certificates issued during the period. Ø National Real Estate Data: The national real estate market data includes various critical information compiled from local real estate market data and other government agencies. Additionally, the following data is submitted to BXD quarterly: Foreign direct investment (FDI) in the real estate sector and the activities of real estate businesses, as provided by the Ministry of Planning and Investment (MPI); Outstanding credit debt in real estate business activities, as provided by the State Bank of Vietnam (SBV); Corporate bond issuance in the real estate business sector, as provided by the Ministry of Finance; Tax data related to real estate transactions, as provided by the General Department of Taxation; Number and value of real estate transactions through notarization and authentication, aggregated from local data.
5.	Reporting Deadlines	The Ministry of Construction (BXD) periodically publishes aggregated information on housing and the real estate market nationwide: Annually: Before February 10 of the year following the reporting year. Quarterly: Before the 25th day of the first month of the following quarter. The People's Committees (UBND) periodically publish aggregated information on housing and the real estate market within their jurisdictions: Annually: Before January 31 of the year following the reporting year. Quarterly: Before the 20th day of the first month of the following quarter.
