Vietnam's Seaports: Strategic Expansion Towards a Regional Logistics Hub - Part 02

The Ministry of Transport is seeking feedback from relevant ministries, sectors, and localities to finalize the draft adjustment of Vietnam's seaport system planning for 2021-2030, with a vision to 2050. The draft specifies objectives to handle 1,326-1,604 million tons of cargo and 17.4-18.8 million passengers. The total estimated investment requirement is over 350 trillion VND, primarily from non-budget sources. The vision for 2050 aims to develop a modern, synchronized seaport system meeting green port standards and boosting the maritime economy.


Vietnam's seaport system is facing the opportunity to receive investment from many domestic and foreign enterprises to become a regional logistics center. Currently, Vietnam's major seaports such as Cai Mep - Thi Vai port, Nam Dinh Vu port and Lach Huyen port are all in the process of expanding investment to increase ship handling capacity. Cai Mep Ha Port is considered to have a great advantage as it is closest to ports of neighboring countries in the region, and service costs at the port are lower than other ports in the region. It is expected that when completed, Vietnam will have more super ports and the capacity to handle goods will grow well over the years. More specifically about investment progress at ports:


Cai Mep - Thi Vai Port


The advantage of the port being closest compared to the ports of neighboring countries while the cost is lower.


The master plan for developing Vietnam's seaport system for the period 2021 - 2030, with a vision to 2050 has been approved. 3.5km of the planned 20km of Cai Mep Ha port in Ba Ria - Vung Tau province has been put into operation. The distance from Cai Mep Ha to Asia's largest port of Singapore is also closer than ports such as Manila in the Philippines, Sihanoukville in Cambodia... Meanwhile, Vietnam's loading and unloading service price is currently only 60% of that of regular containers. and 50% for transshipment containers compared to other countries.


The location to build Cai Mep Port has an area of nearly 600 hectares, the design capacity to receive the world's largest tonnage ships at the present time is up to 24,000 Teu. When the port is built and put into operation, it will affirm the position of Vietnam's seaport on the international maritime map.


Nam Dinh Vu dry port


Nam Dinh Vu dry port has an area of 5 hectares; throughput capacity of 50,000 TEU/year; The connection method of the dry port is road connection. Nam Dinh Vu dry port is located with a convenient transportation system (located near Hai Phong - Hanoi, Hai Phong - Ha Long highways and 10km from Cat Bi International Airport). The port conveniently connects to industrial parks (Nam Dinh Vu, Minh Phuong, Deep C...), logistics centers, Lach Huyen International Port and many other seaports of Hai Phong to create favorable conditions for transportation. Transporting goods to provinces/cities... throughout the country and internationally.


According to the Planning for developing the dry port system in the period 2021-2030, with a vision to 2050, Nam Dinh Vu dry port is located on the Hanoi - Hai Phong transport corridor, with a throughput capacity of 50,000 teu/year by 2030. The specific goal by 2030 is to develop a dry port system capable of handling about 25% to 35% of the demand for imported and exported containerized goods along transport corridors. Form dry ports and dry port clusters with a total capacity of about 11.9 million TEU/year to 17.1 million TEU/year.


Lach Huyen port


In April 2023, the Prime Minister issued Decision No. 428/QD-TTg approving the investment proposal and simultaneously approving the investor for the construction project of berths No. 7 and No. 8 in the Lach Huyen port area of Hai Phong seaport...


The total project investment capital is approximately 12.792,637 trillion Vietnamese dong. Of this, the investor's contribution is around 1.918,896 trillion dong, while the mobilized capital is about 10.873,741 trillion dong. The project's operational term is 70 years, with a implementation period of 5 years (2023 - 2027). The project scale includes two berths with a length of 900 meters (each berth is 450 meters long), capable of accommodating container ships of up to 12,000 TEUs or 18,000 TEUs, depending on the reception conditions of the related infrastructure and meeting safety requirements; and one wharf with a length of 200 meters, capable of accommodating ships with a capacity of 160 TEUs.


Additionally, there will be a system of handling equipment, cargo handling facilities, port protection structures, warehouse systems, port-serving infrastructure, a ship anchorage area, and a water area connecting to the public maritime route of Lach Huyen. The land and water area utilization scale is approximately 79.86 hectares, including the ship anchorage area and the water area connecting to the maritime route, covering around 22.332 hectares.


From favorable signs and factors such as growth of cargo traffic through the port, port expansion investment plans, new shipbuilding orders and freight price trends, we assess: in the coming years, Vietnam's shipping industry will have many positive signals in business results.
